Mr. Rosa is a Civil/Water Resources/Environmental Engineer with over 25 years of professional experience. His expertise spans planning, surveying, environmental evaluation, hydrologic and hydraulic analysis, design, and construction supervision. He has contributed to the planning, environmental assessment, and design of numerous major infrastructure projects in Puerto Rico.
He has extensive experience in the preparation of environmental documentation for highway infrastructure projects in compliance with the National Environmental Policy Act (NEPA) and the Puerto Rico Environmental Public Policy Law. His technical background includes hydrologic and hydraulic modeling for both steady and unsteady flow conditions in rivers and stormwater systems. This work encompasses floodplain analysis, stormwater detention system evaluation (including systems influenced by sinkholes), bridge hydraulics and scour analysis, river erosion assessments, and the hydraulic evaluation of river intake structures.
Mr. Rosa’s surveying experience includes conventional land surveying, river cross-section surveys, GPS-based surveys, preparation of acquisition drawings, and reservoir bathymetric surveys.
His professional experience extends internationally, including projects in Puerto Rico, Honduras, Haiti, Bolivia, Virgin Gorda, Antigua and Dominican Republic. He also played a key role in a FEMA island-wide survey project involving approximately 130 sites, where he was responsible for collecting structural measurements, reviewing and validating field data, and certifying the final project report.
