The Puerto Rico Highway and Transportation Authority (PRHTA), proposes to improve mobility between the municipality of Cayey and the Puerto Rico Strategic Highway Network (PRSHN). Torres Rosa Consulting Engineers, PSC, under contract with Barrett, Hale and Alamo, LLC, prepared an Environmental Assessment to evaluate proposed action alternatives and their environmental, engineering, transportation, cultural, social, and economic impacts. Alternatives considered include: (1) No Action, (2) Expansion or Improvement of Existing Roads, and (3) Construction of a New Road along one of four alignments.
The construction of a new road has been selected as the Preferred Alternative (PA) to improve the mobility from the municipality of Cayey to the PRSHN. The proposed road would be approximately 1.49 kilometers long with two lanes, one in each direction. It would start at State Road PR-743 (km 0.5) where a three-leg intersection is proposed. The road continues northwest to State Road PR-52 (km 35.9), where a bridge is proposed to overpass PR-52. A diamond interchange is proposed to connect the new road with the PR-52. The road continues west overpassing La Plata River (where a bridge is proposed) until reaching the State Road PR-738. The road continues through PR-738 alignment, ending at the PR-1 (km 54.83) / PR-738 (km 0.35) intersection, where a roundabout is proposed. Geometric improvements at PR-743, PR-52, PR-1 and PR-738 are proposed to build the intersections of these roads with the Preferred Alternative.
