Torres Rosa Consulting Engineers, PSC (TRCE) was subcontracted by Harned Surveying and engineering, Inc of Kentucky for a FEMA-issue project to perform a limited survey of approximately 930 hydraulic structures and 70 channel cross sections across various waterbodies in Puerto Rico. The scope of the hydraulic structure surveys included the collection of data on overtopping profiles, upstream and downstream opening dimensions, and channel dimensions immediately upstream and downstream of the structures. TRCE was responsible for the overall supervision and quality control of all survey crews. Our scope of work also included the survey of approximately 130 specific sites, collection of structural measurements, and the review and validation of all field data collected. Additionally, TRCE was tasked with the review and certification of the final report.
